St Hilliers was appointed Head Contractor for the Infrastructure in Support of L3025 Phase 1 project at Holsworthy Barracks. The Special Operations Engineer Regiment (SOER) provides leading-edge mobility, survivability and specialist counter-CBRNE (chemical, biological, radiological, nuclear and explosive) capabilities in support of Special Operations Command (SOCOMD).
Defence project Infrastructure in Support of L3025 Phase 1 provided the infrastructure required to support the deliverables of the L3025 project, as well as rectifying the identified infrastructure deficit in respect to SOER’s present-day operational requirements.
The project scope of work included the following key deliverables:

  • Joint Operations Room, a secure communications facility to be built as a first floor extension of the existing building T151, to accommodate approximately 18 personnel, to support SOER deployed activities, including all required voice and data networks and video conferencing. Works included a Zone 5 Comms Room including UPS and CRAC Units as well as cladding and partitions to suit Zone 5 / SCIF
  • Equipment Ready Room, a room for storage and maintenance of analytical equipment that must be kept in standby state, to be delivered by retrofitting and existing drying room within building T151
  • Explosive Ordnance Disposal (EOD) Technician equipment storage, a lockable storage solution for individual EOD technician equipment, to be located within the existing troop bays (buildings 145 and 146)
  • Q-Store Storage, additional and modified medium term storage racking for new and existing SOER items, to be located within the existing Q-Store (building T140)

A major consideration for this project is the Sensitive Compartmented Information Facility (SCIF) Accreditation including the Zone 5 security works within Building T151. These works were completed in close consultation with the Design Services Consultants (DSC), SCEC Consultant, ASIO T4 and the PMCA. Early engagement with all stakeholders through Project Security working Group (PSWG) meetings enabled the project to identify all required hold points and pre-arrange inspections for efficiency of construction and prompt certification.
